It's Tuuri with some clothes draped over her like a tarp.
She has this exact look on her face.
And as soon as she sees Lavi there, she lets go of the rope. Which goes flying away, to the back wall and then up the wall.
Above Lavi is a makeshift net full of water balloons. Which, since Tuuri let go of the rope, is now falling apart and dropping the water balloons.
The water balloons also have glitter in them btw.

Which means he stands there and gets WATER BALLOONED, his hair now a soaking mess, dripping onto his equally wet clothes.
There's glitter on his eyepatch but he hasn't realized that yet. Instead, he parts the curtain of wet hair to stare at Tuuri.]
A little much for revenge, don't ya think?
